Abstract: The university netizens are divided into three categories, the ignorant, the rumormonger and the manager (teacher), considering the factors of teachers' management, a kind of network public opinion communication model is established. By using the theory and method of the stability, the local stability and global stability of the equilibria of the model are given, and with the help of computer simulation, the control strategy of public opinion transmission is studied. The results show that teachers should increase the contact rate with the ignorant, which is an effective measure to control the spread of public opinion. In addition, strengthening education management plays an important role in effectively controlling the spread of network public opinion.
