Abstract: Based on the research of river tourism development, and focused on the classification of tourism resources, the tourism development conditions and potential of the urban section of the Shihe river in Xinyang city are analyzed by using the analytic hierarchy-fuzzy comprehensive method. Through the calculation of the weight of each factor, it is calculated that there are 7 factors with a weight ratio of more than 0.05, which are the ornamental value of the resource, the scale and abundance of the resource, government support, historical and cultural value, water accessibility, tourist source market and natural landscape richness. It is concluded that the potential of the criterion layer of the river resources of the Shihe river is at a good level, but the score is in the lower score stage of good.
