我国产学研协同创新绩效评价及空间格局分析——基于两阶段DEA及Malmquist指数

Performance Evaluation and Spatial Pattern Analysis of Industry-University-Research Collaborative Innovation in China——Based on Two-Stage DEA and Malmquist Index

  • 摘要: 以我国东、中、西、东北四大区域共30个省份为研究对象, 分科技成果产出和科技成果转化两阶段, 构建创新绩效评价体系, 运用两阶段数据包络分析(DEA)及Malmquist指数方法, 对2015-2019年产学研协同创新状况进行系统分析。结果表明: (1)科技成果产出阶段, 63%的省份实现了有效DEA, 中部地区总体表现最优, 东部地区相对较差; 科技成果转化阶段, 只有50%的省份实现了DEA有效, 东部地区总体表现较好, 中部地区排名靠后。(2)科技成果转化阶段创新绩效增速快于科技成果产出阶段增速。(3)西部地区综合效率有效性最不稳定, 东北地区实现了综合效率零的突破, 中部地区综合效率有效性有序提升。东部地区应优化科技要素资源配置, 提升科技成果产出效率; 东北地区应加强产学研合作, 提升科技成果转化效率; 促进跨区域合作创新, 确保创新绩效协同提升。

     

    Abstract: Taking 30 provinces in the four regions of East, middle, West and Northeast China as the research objects, an innovation performance evaluation system is constructed in two stages, scientific and technological achievement output and scientific and technological achievement transformation. The situation of industry-university-research collaborative innovation from 2015 to 2019 is systematically analyzed by two-stage Data Envelopment Analysis(DEA) and Malmquist index methods. The results are as follows: (1) In the stage of achievement output, 63% of the provinces have achieved effective DEA, the overall performance of the central region is the best, and the eastern region is relatively poor. In the stage of achievement transformation, only 50% of the provinces have achieved DEA effectiveness, and contrary to the first stage, the overall performance of the eastern region is well, and the central region is at the bottom of the list. (2) The growth rate of innovation performance in the achievement transformation stage is higher than that in the achievement output stage. (3) The effectiveness of comprehensive efficiency in the Western region is least stable. The Northeast region has achieved a zero breakthrough in the effectiveness of comprehensive efficiency, and the effectiveness of comprehensive efficiency in the central region is improving in an orderly manner. The Eastern region should optimize the allocation of scientific and technological factor resources, improve the output efficiency of scientific and technological achievements. While Northeast China should strengthen industry-university-research cooperation, improve the transformation efficiency of scientific and technological achievements, as well as promote cross regional cooperation and innovation to ensure the coordinated improvement of innovation performance.
