淮河源重点生态功能区生态补偿标准和等级研究

Research on Ecological Compensation Standard and Level for Key Ecological Functional Areas of the Huaihe River Source

  • 摘要: 以淮河源重点生态功能区11个县(区)为研究对象,运用生态服务功能价值法、土地碳排放法对研究区域内的生态补偿标准进行了核算,得出了生态补偿标准的上限和下限,并根据各县(区)经济发展水平,对生态补偿的迫切程度进行量化与分区分级,破解淮河源重点生态功能区生态补偿"补给谁"和"补多少"的技术难题.结果表明:淮河源重点生态功能区生态补偿的上限和下限分别为222.64亿元和64.84亿元;商城县生态系统服务价值最大,淮滨县最小;淮河源各县(区)均属于碳汇区;生态补偿优先级空间分布呈现自南向北递减的趋势.研究结果可为淮河源重点生态功能区生态补偿的有效实施提供科学依据和决策支撑.

     

    Abstract: 11 counties in Huaihe River Source area were selected as the research objects and the regional ecological compensation standard was studied by using the method of ecological value and land carbon emissions method. The ecological compensation was obtained from these two accounting methods in the range of standard and reference. Meanwhile, according to the economic development level of each county, the eco-compensation priority sequence was quantified and partitioned. The purpose was to solve the standard and object for compensation. The results showed that the upper and lower bounds for ecological compensation were 222.64 and 64.84 billion yuan, respectively, and Shangcheng county possessed the greatest ecosystem services value, but Huaibin county was the opposite. Furthermore, all regions of Huaihe River Source belonged to carbon sink area. Moreover the priority level of ecological compensation expressed the descended distribution trend from south to north. Thus the investigation provided scientific foundation and decision-making support for the key ecological function areas of the Huaihe River Source.
