Abstract:
Based on China's 31 provinces (except Hong Kong, Macao and Taiwan) fiscal revenue, population, education, social health care data in 2000, 2005, 2010,2015, its relevance was analyzed by using the Pearson correlation coefficient method. The result showed that:The fiscal revenue and education expenditure had the higher relevance; According to the percentage of education and social health care expenditure, the provinces were divided into four types; From 2000 to 2015, the education and social health expenditures had obvious growing in every province, however, which had showed a trend of decline in the proportion of fiscal expenditure. It was suggested that the education and social health expenditures were connected with local government cadre performance evaluation system.Innovative cadre performance evaluation system is conducive to the provincial government rational use of existing resources in the region.
