Abstract: The establishment of corporate responsibility and effective government supervision mechanism were proposed on the basis of analyzing the surveys for the nonmetallic mineral ecological environment and ecological compensation status in Xinyang Shangtianti. An ecological compensation operating system was built such as “adhering to a basic principle, following two types of compensations, establishing the‘Trinity’run mode and taking‘four combinations’compensation.”And finally,put forward the governmentled, market operating and public participating methods to introduce the market mechanisms, endeavor for the policy support, establish the “Recovery Fund” and “Compensation Deposit” for ecological environment in mines, strengthen the supervision and management of mining enterprises, and urge the enterprises to carry out its recovery and management obligations.
