Abstract: AHP and SWOT method are integrated based on regional development theory,which overcomes the defects of existing SWOT analysis on regional tourism development,mainly expressed as theory support missing, application non-standardlized, key elements refining lackness,etc. A new theoretical AWOT analysis framework is constructed and an indicators system is founded, which reflects the characteristic of region and applies to regional tourism development more appropriately. Finally, Grand Xibaipo  tourism development is taken as a case study to the constructed framework.
