Abstract: Taking Xinyang city as a case, the empirical research of the coordination between the scale of urban development scale and medical facilities in Xinyang city was completed by using quantitative analysis within mean square difference method and coordination model and the case analysis within COVID-19. The results showed that:(1) The medical facilities in Xinyang city are not suitable; (2)Public health emergencies will enlarge the situation of the lack of medical facilities in Xinyang city; (3)The role of community medical services should be paid attention to, and the construction of urban medical facilities with the construction of other social infrastructure be combined.
